Toronto City Council approves Mayor John Tory’s 2023 Housing Action Plan for the current term of council after months of discussion on its framework and goals.
“The 2023 Housing Action Plan takes bold, aggressive action to address the affordability and housing crises facing our city," Tory said in council this week. "I will keep looking for new, innovative approaches so there are more affordable options for Torontonians to build their future in our city. We are working together to tackle this housing crisis and ensure that our city is a welcoming place for everyone.”
The primary goal of the housing plan is to meet or exceed a target of 285,000 homes built in the next decade.
Plans to meet these targets are expected to be announced no later than March 2023, reported by the newly hired city manager to the executive committee of the action plan.
The motion was brought forward by Tory, and seconded by Beaches-East York Coun. Brad Bradford, the Chair of the Planning and Housing Committee.
"As a city we are taking immediate action to create more affordable homes in Toronto," said Bradford. "We need to take bold actions to encourage the future prosperity of our city and make sure that everyone has access to housing.”
The aim of the housing plan is to increase inclusionary zoning in new city developments.
Areas that will be addressed include student and affordable housing around the Portlands and waterfront communities.
New developments will help increase density by introducing multiplex units in high traffic areas, the plan reads.
Other changes coming to the city’s housing policies are amending zoning bylaws around major streets and commercial and residential areas.
More updates on the housing plan are expected to be announced in early 2023.
