{"id":85479,"date":"2022-03-08T15:25:22","date_gmt":"2022-03-08T20:25:22","guid":{"rendered":"https:\/\/canada-info.ca\/?p=85479"},"modified":"2022-03-08T15:25:22","modified_gmt":"2022-03-08T20:25:22","slug":"ottawa-police-report-44-per-cent-increase-in-hate-motivated-incidents","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/ottawa-police-report-44-per-cent-increase-in-hate-motivated-incidents\/","title":{"rendered":"Ottawa Police report 44 per cent increase in hate-motivated incidents"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Hate-motivated crimes have increased by nearly 44 percent in 2021, according to the Ottawa Police Service.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Friday, the Ottawa Police Service (OPS) Hate and Bias Crime Unit released its <\/span><a href=\"https:\/\/www.ottawapolice.ca\/Modules\/News\/index.aspx?newsId=2f22659d-a1d7-4c49-8d66-dcf0df14e2f7\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">annual report<\/span><\/a><span style=\"font-weight: 400;\"> on hate-motivated crimes. The report indicated a 43.6 percent increase in hate-motivated crimes over 2021, which included mischief to property, assault, and assault with a weapon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">OPS data indicates a consistent rise in hate-motivated crimes over the last three years, with 340 reported incidents in 2021, up from 181 in 2020, and 116 in 2019.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">OPS Sgt. Ali Toghrol of the Hate and Bias Crime Unit says the report highlights an urgent issue.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis is a troubling trend considering not all hate-motivated incidents are reported to police,\u201d says Toghrol. \u201cHate crimes create fear and mistrust which can deeply impact our community. The Hate and Bias Crime Unit will investigate all reported hate-motivated incidents and we will continue to engage and educate the public.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/c-46\/section-319.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Criminal Code of Canada<\/span><\/a><span style=\"font-weight: 400;\"> doesn\u2019t include a definition for \u201chate crimes\u201d. There are <\/span><a href=\"https:\/\/www.ottawapolice.ca\/en\/safety-and-crime-prevention\/hate-motivated-incidents.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">three offences<\/span><\/a><span style=\"font-weight: 400;\"> pertaining to hate and bias, including <\/span><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/C-46\/section-318.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">advocating genocide<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/C-46\/section-319.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">public incitement of hatred<\/span><\/a><span style=\"font-weight: 400;\">, and the <\/span><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/C-46\/section-319.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">wilful promotion of hate<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As per Section 319 of the Criminal Code, the OPS differentiates between hate crimes and hate incidents, which are similarly hate or bias-motivated, but aren\u2019t considered criminal offenses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/www.neighbourhoodstudy.ca\/maps-2\/#General%20Demographics\/Racialized%20population\/#%20Total%20racialized%20population\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ottawa Neighbourhood Study<\/span><\/a><span style=\"font-weight: 400;\">, there are over 241-thousand racialized people living in Ottawa - around a quarter of the city\u2019s <\/span><a href=\"https:\/\/datacommons.org\/place\/wikidataId\/Q1930?utm_medium=explore&amp;mprop=count&amp;popt=Person&amp;hl=en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">total population<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the OPS report, the most commonly targeted demographics were residents identifying as Jewish, Black, LGBTQ+, East and Southeast Asian, Arab and West Asian, and Muslim.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The data from the report only pertains to crimes committed in 2021, but there is already some evidence indicating the rate of hate-motivated crimes will increase further over 2022.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response to a high volume of hate crime reports during the nearly month-long occupation of Ottawa, the OPS created a hate-motivated crime hotline which received <\/span><a href=\"https:\/\/www.ottawapolice.ca\/Modules\/News\/index.aspx?newsId=6a1ea331-1152-4592-a365-884abcd8778c&amp;lang=en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">hundreds of calls<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the OPS, every hate-related report is investigated. However, of the 340 reports of hate-motivated crimes in 2021, 240 (76 percent) were deemed as criminal, and only 26 individuals were charged.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A proposed amendment to the Criminal Code called Bill C-36 could result in a broader definition of hate crimes and stricter charges for those who commit them, according to <\/span><a href=\"https:\/\/www.canada.ca\/en\/department-justice\/news\/2021\/06\/government-of-canada-takes-action-to-protect-canadians-against-hate-speech-and-hate-crimes.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a statement<\/span><\/a><span style=\"font-weight: 400;\"> from the Department of Justice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the Minister of Justice and Attorney General David Lametti, who announced the <\/span><a href=\"https:\/\/www.justice.gc.ca\/eng\/csj-sjc\/pl\/chshc-lcdch\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">proposed legislation<\/span><\/a><span style=\"font-weight: 400;\"> in June 2021, says it will \u201chelp protect the vulnerable and empower those who are victimized\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCanadians expect their government to take action against hate speech and hate crimes,\u201d says Lametti. \u201cThese legislative changes would improve the remedies available to victims of hate speech and hate crimes, and would hold individuals accountable.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The proposed legislation would add a definition for \u201chatred\u201d to the existing Criminal Code, as well as measures to address online hate speech and prevent hate propaganda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill, which didn\u2019t pass the House of Commons, is currently being re-worked by the Federal Liberals, who vow to reintroduce the legislation \u201cas soon as possible\u201d.\u00a0<\/span><\/p>\n<p><em>Listen to the CHUO story below:<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Hate-motivated crimes have increased by nearly 44 percent in 2021, according to the Ottawa Police Service.
