Some say, it is time to Cortexit. Our<a href=\"https:\/\/cortescurrents.ca\/vision-for-cortes-islands-political-future\/\">\u00a0Regional Director<\/a>\u00a0says we should work within the existing system, it would be very expensive for a community this small to go it alone. She is currently wondering how a community council system would work on Cortes Island. \u201cA minority of very active voices has been very effective at undermining my credibility at the Regional District, but if what I brought to the district was backed by this community council it would be harder to marginalize.\u201d In this morning\u2019s program we go to\u00a0<a href=\"http:\/\/www.cambridge.vermont.gov\/index.php\">Cambridge, Vermont<\/a>, to explore how an even more democratic system of government would work here. The town of Cambridge, Vermont, spreads out over 165 sq km (64 sq mi) and has a population of just under 4,000. Both communities are embedded in larger political entities that make life \u2018interesting\u2019 for us.<\/p>\n<h2>Town meetings<\/h2>\n<p>Though the meeting only lasts a day, this is where the town\u2019s annual budget is passed and all major decisions are made.<\/p>\n<p>\u201cWhen you are in town meeting, that is direct democracy. The town\u2019s people who choose to attend are in control of the items on the agenda. The rest of the year we have representative democracy, where the people that they elected run the affairs in conformance with whatever decisions were made,\u201d says\u00a0<a href=\"https:\/\/switchelphilosopher.blog\/2018\/07\/19\/about-town-meeting\/\">George Putnam<\/a>, Chair of Cambridge\u2019s\u00a0<a href=\"https:\/\/switchelphilosopher.blog\/2018\/07\/17\/what-is-the-selectboards-job\/\">Select Board<\/a>\u00a0(town council).<\/p>\n<p>\u201cYou get that direct democracy and you know you will get it at least once a year \u2026 as long as your town does not use the \u2018Australian ballot\u2019 (secret ballots, used in Canada and around the world) and has some floor discussions \u2026 The discussions that come out of there can sometimes really surprise people. You think one way, but then you hear from your neighbour next to you about the issue, and why it\u2019s a big issue and then you can feel completely differently \u2026 ,\u201d\u00a0 adds<a href=\"http:\/\/www.cambridge.vermont.gov\/directory\/town_department\/town_administrator.php\">\u00a0Marguerite Ladd, Cambridge\u2019s town administrator<\/a>.<\/p>\n<figure class=\"wp-block-image size-large\"><img class=\"wp-image-82913 aligncenter\" src=\"https:\/\/cortescurrents.ca\/wp-content\/uploads\/2020\/01\/0-2-450x600.jpg\" alt=\"\" width=\"450\" height=\"600\" \/><figcaption>Marguerite Ladd, town administrator; George Putnam, Select Board Chair<\/figcaption><\/figure>\n<h2>Could this system work on Cortes?<\/h2>\n<p>\u201cI think a town meeting style of government would work for the kind of issues that you have to solve, or deal with, locally, on your island. It is of some benefit to advising your representative to a larger district, on how you want them to represent you \u2013 but no matter what you tell them, they are just one voice on a much larger board,\u201d says Putnam.<\/p>\n<p>He added, \u201cAny kind of evidence you had of a larger group some kind of particular position of your regional representative, I think that can only help.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><img class=\"wp-image-82914\" src=\"https:\/\/cortescurrents.ca\/wp-content\/uploads\/2020\/01\/IMG_2928a-800x567.jpg\" alt=\"\" width=\"800\" height=\"567\" \/><figcaption><a href=\"https:\/\/switchelphilosopher.blog\/2019\/01\/03\/freedom-of-speech-painting\/\">Norman Rockwell\u2019s painting of Vermont Town Meeting (1941);<\/a>\u00a0George Putnam tells the story behind the painting in the podcast above.<\/figcaption><\/figure>\n<p>(And if your representative does not represent the island\u2019s interests \u2013 vote her\/him out!)<\/p>\n<h2>What are the disadvantages?<\/h2>\n<p>\u201cIt takes a lot of time,\u201d says Putnam.<\/p>\n<p>\u201cIt is hard to get as many voices as you might want,\u201d adds Marguerite Ladd, Cambridge\u2019s town administrator.<\/p>\n<p>Only 250 residents turn out to a typical town meeting and, as you can see in the videos below, most of them are seniors.<\/p>\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\"><\/div>\n<\/figure>\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\"><\/div>\n<\/figure>\n<p>\u201cIt is a challenge to get younger people involved. People are busy. I myself am an example, I did not have time for this job until I retired,\u201d says Putnam.<\/p>\n<p>\u201cHaving even just 250 attend, however, is better than trusting everything all the time to a five person selectboard. It creates pretty good community, and it\u2019s pretty good oversight. And the people who don\u2019t attend know that they have the option to attend if there should be something on the agenda that they feel passionately enough about. Who draws up the proposed budget? Why can\u2019t they use a printed ballot? Can it be changed by the assembled voters? How do people vote?
