{"id":77104,"date":"2022-01-14T07:08:12","date_gmt":"2022-01-14T12:08:12","guid":{"rendered":"https:\/\/canada-info.ca\/?p=77104"},"modified":"2022-01-16T19:09:04","modified_gmt":"2022-01-17T00:09:04","slug":"ottawas-shelters-experiencing-bed-shortages-staff-burnout-as-omicron-rages","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/ottawas-shelters-experiencing-bed-shortages-staff-burnout-as-omicron-rages\/","title":{"rendered":"Ottawa&#8217;s shelters experiencing bed shortages, staff burnout as Omicron rages"},"content":{"rendered":"<p><span style=\"font-weight: 400\">Ottawa\u2019s homeless shelters are continuing to face staffing and bed shortages during the pandemic as the Omicron variant rages across the city.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Kaite Burkholder Harris, executive director of Ottawa\u2019s Alliance to End Homelessness,<\/span><span style=\"font-weight: 400\">\u00a0the rise of the Omicron variant combined with the overall stress of the job has led to increased burnout and absenteeism among shelter staff.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cEveryone is really, really understaffed,\u201d says Burkholder-Harris. \u201cStaff are getting sick, and just because of the intensity of this work, and the intensity of the past two years\u2026 they're just really having a tough time keeping staff.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Burkholder-Harris, staffing shortages can be partially attributed to an increased level of risk for shelter workers and their families. Fewer staff means less help is available for clients.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cSo that's been a huge challenge in terms of dealing with this increased level of risk for everyone staying in the shelters, and then less staff to support the work and to support people staying,\u201d says Burkholder-Harris. \u201cSo it's just an untenable situation for folks.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">A combination of factors, including unemployment due to workplace restrictions, high inflation, COVID-19 transmission, and a lack of affordable housing have contributed to a sharp increase in homelessness over the last two years. <\/span><a href=\"https:\/\/ottawamission.com\/homelessness-in-ottawa\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">The Ottawa Mission<\/span><\/a><span style=\"font-weight: 400\"> estimates that since the beginning of the pandemic, there are 1,900 individuals accessing shelters on any given day.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ottawa\u2019s <\/span><a href=\"https:\/\/ottawa.ca\/en\/family-and-social-services\/housing#our-10-year-housing-and-homelessness-plan-2020-2030\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">10 Year Housing and Homelessness Plan<\/span><\/a><span style=\"font-weight: 400\"> provides that nobody should go without a place to sleep at night. There are <\/span><a href=\"https:\/\/ottawa.ca\/en\/family-and-social-services\/housing\/temporary-emergency-accommodations-dashboard\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">temporary emergency housing measures<\/span><\/a><span style=\"font-weight: 400\"> in place which offer hotel rooms to people experiencing homeless when shelters are at capacity.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But Burkholder-Harris says shelters often go into \u201coverflow mode\u201d before the city starts offering hotel rooms. When there are no beds left, she says shelters begin putting mats down on the floor for people to sleep on before the city intervenes.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The arrival of cold winter weather has compounded the issue, as shelters tend to see higher intake when frigid temperatures set in.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Burkholder-Harris says the layers of challenges facing shelters have put everyone into \u201cproblem-solving mode.\u201d The executive director added that the city's shelters are facing outbreaks.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cIt is pretty dire,\u201d says Burkholder-Harris. \u201cAnd, in the winter in particular, I think everyone knows how serious it is.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The city\u2019s pandemic response has included some measures to assist homeless and housing insecure populations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">To take some of the stress off shelters, the city opened a <\/span><a href=\"https:\/\/ottawa.ca\/en\/recreation-and-parks\/recreation-facilities\/facility-listing\/routhier-community-centre\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">self-isolation centre<\/span><\/a><span style=\"font-weight: 400\"> in the Byward Market for single homeless individuals. Several <\/span><a href=\"https:\/\/ottawa.ca\/en\/family-and-social-services\/family-and-social-services-covid-19-info\/housing-services\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">temporary respite centres<\/span><\/a><span style=\"font-weight: 400\"> opened during the early days of the pandemic.
