{"id":46344,"date":"2021-03-16T06:51:00","date_gmt":"2021-03-16T10:51:00","guid":{"rendered":"https:\/\/canada-info.ca\/?p=46344"},"modified":"2021-03-16T06:51:00","modified_gmt":"2021-03-16T10:51:00","slug":"why-the-pacific-salmon-foundation-supports-the-decision-to-phase-out-fish-farms","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/why-the-pacific-salmon-foundation-supports-the-decision-to-phase-out-fish-farms\/","title":{"rendered":"Why the Pacific Salmon Foundation supports the decision to phase out fish farms"},"content":{"rendered":"<p>By Roy L Hales<\/p>\n<div class=\"block-editor-block-list__layout is-root-container\">\n<p>The <a href=\"https:\/\/cortescurrents.ca\/tag\/pacific-salmon-foundation\/\">Pacific Salmon Foundation<\/a> (PSF) supports the <a href=\"https:\/\/cortescurrents.ca\/tag\/dfo\/\">DFO<\/a>\u2019s decision to remove open net fish farms from the <a href=\"https:\/\/cortescurrents.ca\/tag\/discovery-island-fish-farms\/\">Discovery Islands<\/a>.<br \/>\n<!--more--><\/p>\n<h2>Towards a new Aquaculture Act<\/h2>\n<p>On January 14, 2021,\u00a0 <a href=\"https:\/\/www.psf.ca\/document-library\/psf-submission-federal-aquaculture-act-consultation-jan-14-2021\">the foundation made a formal submission to DFO\u2019s consultation regarding the creation of a new federal Aquaculture Act<\/a>. The Pacific Salmon Foundation\u00a0 stressed the need for the new Act to acknowledge the protection of wild Pacific salmon and their ecosystems as the first priority of the federal government, and that all aquaculture proposals must meet the requirements of the Fisheries Act. They also support First Nations involvement in aquaculture decisions, application of the\u00a0<em>precautionary principle<\/em>, and need for science to minimize interactions between aquaculture and wild fish populations.<\/p>\n<p>In this morning\u2019s interview <a href=\"https:\/\/cortescurrents.ca\/tag\/andrew-bateman\/\">Dr. Andrew Bateman<\/a>, explains that it is very unusual for the scientists in this Vancouver based non-profit organization to take such a strong position and he explains why.<\/p>\n<div class=\"wp-block\" data-align=\"center\">\n<figure id=\"block-8f15f539-efa8-4888-bb0c-931710f31be3\" class=\"wp-block-image is-style-default block-editor-block-list__block is-focus-mode is-resized size-large\" role=\"group\" aria-label=\"Block: Image\" data-block=\"8f15f539-efa8-4888-bb0c-931710f31be3\" data-type=\"core\/image\" data-title=\"Image\">\n<div class=\"components-resizable-box__container\">\n<div style=\"width: 810px\" class=\"wp-caption aligncenter\"><img src=\"https:\/\/cortescurrents.ca\/wp-content\/uploads\/2021\/03\/IMG_5256.jpg\" alt=\"This image has an empty alt attribute; its file name is IMG_5256.jpg\" width=\"800\" height=\"533\" \/><p class=\"wp-caption-text\">Dr Andrew Bateman, Salmon Health Manager, Marine Science Program, Pacific Salmon Foundation - courtesy Dr Andrew Bateman<\/p><\/div>\n<\/div>\n<\/figure>\n<\/div>\n<h2 id=\"block-5ec4a5a3-0310-4aa5-b5dd-7bb062bad4d3\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Block: Heading\" data-block=\"5ec4a5a3-0310-4aa5-b5dd-7bb062bad4d3\" data-type=\"core\/heading\" data-title=\"Heading\">Transitioning from open net aquaculture<\/h2>\n<p id=\"block-3fcd6ec2-54bf-480a-9e14-f439efa4d574\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"3fcd6ec2-54bf-480a-9e14-f439efa4d574\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">\u201cThere\u2019s been no formal risk assessment of salmon farming in BC on wild BC salmon,\u201d said Bateman.<\/p>\n<p id=\"block-a9299109-77d0-40a5-a9d2-d4814e7d0176\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"a9299109-77d0-40a5-a9d2-d4814e7d0176\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">In the podcast above, he mentions \u201cpieces of evidence that come from different researchers, different fields and different risk assessments.\u201d These consist of reports on: the impacts of <a href=\"https:\/\/cortescurrents.ca\/tag\/sea-lice\/\">sea lice<\/a>; potential impacts from viruses and bacteria coming from salmon farms; \u201cthe patterns of infection.\u201d<\/p>\n<p id=\"block-369817ff-953c-486a-86ff-447f5e6f63d8\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"369817ff-953c-486a-86ff-447f5e6f63d8\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">The PSF is concerned about the vulnerability of juvenile salmon, and returning adults, as they pass the fish farms during their migrations.<\/p>\n<p id=\"block-547c2439-a406-4150-b8a4-def537fbc19e\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"547c2439-a406-4150-b8a4-def537fbc19e\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">\u201cCombined, these lines of evidence are what has led to take a position on open net aquaculture. This is quite a rare event for PSF. We tend not to take positions on issues. It is the strength of evidence that we see on these multiple fronts that leads us to conclude \u2026 that salmon farming in British Columbia needs to transition from open net aquaculture to something else that is better for wild salmon,\u201d explained Bateman.<\/p>\n<p id=\"block-517384e8-19ca-4c00-a8ac-abb6a0b66012\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"517384e8-19ca-4c00-a8ac-abb6a0b66012\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">He added, \u201cThat may ultimately be to on-land aquaculture, or some other form of closed containment. Based on the findings coming out of the PSF\u2019s Strategic Salmon Health Initiative (SSHI), we really believe there is cause for more concern, for more careful consideration of the existing evidence and the collection of new pertinent evidence. While that is going on, even a judiciously moderate application of the precautionary principle demands that we transition salmon aquaculture away from open net pens and towards something that is going to be better,\u201d said Bateman.<\/p>\n<p id=\"block-8e72d1fb-87b7-4854-8545-5f20c42571b7\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Paragraph block\" data-block=\"8e72d1fb-87b7-4854-8545-5f20c42571b7\" data-type=\"core\/paragraph\" data-title=\"Paragraph\">There are several reasons why the Pacific Salmon Foundation does not agree with the DFO\u2019s announcement:<\/p>\n<ol id=\"block-bceaa397-e77a-4121-b8fb-e24104974065\" class=\"block-editor-rich-text__editable block-editor-block-list__block wp-block is-focus-mode rich-text\" role=\"group\" aria-label=\"Block: List\" data-block=\"bceaa397-e77a-4121-b8fb-e24104974065\" data-type=\"core\/list\" data-title=\"List\">\n<li>\u201cThere was a failure to consider sea lice at all. The risk assessments focused on infectious diseases and not parasitic sea lice.\u201d<\/li>\n<li>\u201cThere was a failure to consider any kind of cumulative impact assessment, even across those pathogens that were considered.\u201d<\/li>\n<li>\u201cWe have deemed that there was inadequate consideration of uncertainty in these risk assessments. That includes the lack of consensus among experts that took part.\u201d<\/li>\n<li>\u201cThere has been a failure to correct some key errors in at least one of the risk assessments.\u201d<\/li>\n<li>\u201cThe risk assessments are already out of date.
