{"id":33384,"date":"2021-01-19T12:46:34","date_gmt":"2021-01-19T17:46:34","guid":{"rendered":"https:\/\/canada-info.ca\/?p=33384"},"modified":"2021-01-19T15:09:16","modified_gmt":"2021-01-19T20:09:16","slug":"srd-protests-dfos-failure-to-consult-on-fish-farms","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/srd-protests-dfos-failure-to-consult-on-fish-farms\/","title":{"rendered":"Strathcona Regional District protests DFO&#8217;s failure to consult on fish farms"},"content":{"rendered":"<p>By Roy L Hales<\/p>\n<p>The\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/srd-board\/\">Strathcona Regional District (SRD) board<\/a>\u00a0has joined the growing number of local\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/mayors\/\">governments protesting Fisheries and Oceans Canada's (<b>DFO<\/b>) failure to consult<\/a> before ruling that the Discovery Island fish farms must be phased out by June 2022.<\/p>\n<h2>Feds do not 'recognize local government':<\/h2>\n<p><a href=\"https:\/\/cortescurrents.ca\/tag\/brenda-leigh\/\">Regional Director Brenda Leigh\u00a0<\/a>brought forward a motion that the SRD write the Prime Minister of Canada and Federal Fisheries Minister.<\/p>\n<p>\u201cWhether or not you are in favour of these particular fish farms that they are eliminating, the crux of this motion is that we were not consulted. I would like the Federal Government to consult with our Regional District since we have all these communities under our care, regarding land use decisions and we need them to listen to us,\" Leigh stated. \"We need to tell them so that this does not keep happening. People are out there. Their lives are being decimated and they have no input into this decision that is happening right now.<\/p>\n<p>\"Our MP is talking to the Federal Fisheries Minister right now and I am afraid that we are not going to get the point of view of local communities across to the Minister,\u201d she continued.<\/p>\n<p><a href=\"https:\/\/cortescurrents.ca\/tag\/charlie-cornfield\/\">Charlie Cornfield<\/a>, who is both a Campbell River councillor and SRD director, said he believes the DFO (and federal government largely) does not see local government as an authority on the matter.<\/p>\n<p>\u201cThe federal government does not recognize\u00a0 local government as a level of government,\" Cornfield said. \"If they talk to a couple of people in town, or a couple of organizations, they\u2019ve done their community consultation\u2026Whatever letter goes off, I want it to be very clear that they did not have any dialogue with any local government: whether it is cities or the regional district. The impacts of this decision are huge. We need to stress the fact that local government is the voice of the local communities.\u201d<\/p>\n<p>Cornfield added that the DFO\u2019s Discovery Islands ruling was \u201cbased on social license, not science and [it was] not even informed.\u201d<\/p>\n<p>Mayor of Campbell River Andy Adams <a href=\"https:\/\/cortescurrents.ca\/north-vancouver-island-mayors-support-fish-farms\/\">made a similar statement<\/a> recently, stating that by supporting the open net fish farm industry he was \u201cin support of dealing with the facts of science, technology and innovation.\u201d<\/p>\n<div class=\"wp-block-image is-style-default\">\n<figure class=\"aligncenter size-large\">\n<p><div id=\"attachment_92225\" style=\"width: 761px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-92225\" class=\"wp-image-92225\" src=\"https:\/\/cortescurrents.ca\/wp-content\/uploads\/2021\/01\/Screen-Shot-2021-01-18-at-6.33.18-AM.png\" alt=\"A green and white table that shows fish farm jobs in 2019\" width=\"751\" height=\"252\" \/><p id=\"caption-attachment-92225\" class=\"wp-caption-text\">A graph detailing the regional impacts of salmon farming operations in 2019. Graph courtesy of Raising Opportunity: How BC Salmon could lead BC\u2019s Post COVID Recovery.<\/p><\/div><\/figure>\n<\/div>\n<h2>Local industry consultation<\/h2>\n<p>A\u00a0<a href=\"https:\/\/agenda.strathconard.ca\/public\/index.aspx\">quick search of the SRD minutes<\/a>\u00a0revealed six items from\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cermaq-canada\/\">Cermaq Canada\u00a0<\/a>since late 2018, but none from scientists critical of fish farms.<\/p>\n<p>The <a href=\"https:\/\/campbellriver.civicweb.net\/Portal\/VirtualLibrary.aspx\">City of Campbell River minutes<\/a> provided more information. There were 56 entries for <a href=\"https:\/\/cortescurrents.ca\/tag\/mowi-inc\/\">MOWI Canada West<\/a>, 50 for Cermaq Canada and 41 for\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/grieg-seafood-bc\/\">Grieg Seafood BC Ltd<\/a>.<\/p>\n<p>By way of contrast, there are no direct communications from critics of the industry like independent biologist\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/alexandra-morton\/\">Alexandra Morton<\/a>,\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/stan-proboszcz\/\">Stan Proboszcz<\/a> from the Watershed Watch Salmon Society, or\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/dr-kristi-miller\/\">Krisiti Miller-Saunders<\/a>, head of the DFO\u2019s molecular genetics laboratory at the\u00a0Pacific Biological Station\u00a0in\u00a0Nanaimo.<\/p>\n<p>The few entries pertaining to Morton and Miller-Saunders were references to their work made by third parties. And a search for Proboszcz returned \u2018no results.\u2019<\/p>\n<p>None of these scientists reside in the Strathcona Regional District.<\/p>\n<p>By way of contrast, the big three fish farm companies all have headquarters in Campbell River. In addition, <a href=\"https:\/\/www.griegseafoodcanada.com\/\">Grieg has a land-based freshwater hatchery in the town of Gold River<\/a>\u00a0and\u00a0<a href=\"https:\/\/praqua.com\/our-projects\/dalrymple-hatchery\">MOWI has one in Sayward<\/a>.<\/p>\n<p>According to a\u00a0<a href=\"https:\/\/ready.bcsalmonfarmers.ca\/wp-content\/uploads\/2020\/11\/BCSFA-ECONOMIC-IMPACT-REPORT-FINAL.pdf\">report from the BC Salmon Grower\u2019s Association<\/a>, 572 people in the Campbell River, Sayward and Discovery Island area are employed by the fish farm industry and it uses 678 local venders.<\/p>\n<p>A majority of the 13 SRD directors represent areas where fish farms have a strong local presence: The mayors of\u00a0<a href=\"https:\/\/www.goldriver.ca\/\">Gold River<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.sayward.ca\/\">Sayward<\/a>\u00a0have seats. So dies the mayor and four councillors from\u00a0<a href=\"https:\/\/www.campbellriver.ca\/\">Campbell River<\/a>. Photo courtesy of the SRD website.<\/p><\/div><\/figure>\n<h2>The motion<\/h2>\n<p>The\u00a0<a href=\"http:\/\/that%20the%20srd%20write%20to%20the%20prime%20minister%20of%20canada%20and%20the%20federal%20fisheries%20minister%20to%20enquire%20why%20there%20has%20been%20no%20consultation%20with%20our%20strathcona%20regional%20district%2C%20which%20is%20responsible%20for%20zoning%20in%20our%20local%20communities%20and%20which%20decides%20location%2C%20zoning%20and%20conditions%20of%20use%20of%20fin%20fish%20aquaculture%20in%20our%20region%20and%20why%20our%20expertise%20has%20been%20ignored.%20one%20of%20our%20concerns%20is%20that%20the%20proposal%20to%20close%20numerous%20fish%20farms%20without%20consultation%20with%20all%20of%20our%20local%20communities%20could%20eliminate%20up%20to%201%2C500%20direct%20and%20indirect%20jobs%20and%20further%20harm%20the%20struggling%20economy%20on%20northern%20vancouver%20island%2C%20and%20further%20%20that%20our%20mla%20and%20mp%20be%20copied%20on%20this%20motion.\/\">motion (Leigh\/Cornfield 40\/21) as it appears in the minutes of the Jan. 13, 2021 board meeting<\/a>:<\/p>\n<p>\u201cTHAT the SRD write to the Prime Minister of Canada and the Federal Fisheries Minister to enquire why there has been no consultation with our Strathcona Regional District, which is responsible for zoning in our local communities and which decides location, zoning and conditions of use of fin fish aquaculture in our Region and why our expertise has been ignored. One of our concerns is that the proposal to close numerous fish farms without consultation with all of our local communities could eliminate up to 1,500 direct and indirect jobs and further harm the struggling economy on Northern Vancouver Island, and further, THAT our MLA and MP be copied on this motion,\" the motion reads.<\/p>\n<p>One of the key points of the SRD\u2019s motion is they represent the communities that will feel the economic and social impacts of phasing out this sector and the DFO failed to consult with them.<\/p>\n<p>\u201cCommunities does not equal local government. We fight this on every table I am on. They continually call us communities. Communities are everybody, local government is specific and we have the legislated authority to do the zoning,\" Regional Director Abram said.<\/p>\n<p><a href=\"https:\/\/cortescurrents.ca\/tag\/colleen-evans\/\">Campbell River Director Colleen Evans<\/a> also weighed in on the issue.<\/p>\n<p>\u201cI am very concerned that we have not had interaction from the beginning with this.
