{"id":196541,"date":"2023-11-22T10:05:15","date_gmt":"2023-11-22T15:05:15","guid":{"rendered":"https:\/\/canada-info.ca\/?p=196541"},"modified":"2023-11-22T10:05:15","modified_gmt":"2023-11-22T15:05:15","slug":"acorn-ontarios-rental-registry-to-bring-greater-transparency-for-renters","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/acorn-ontarios-rental-registry-to-bring-greater-transparency-for-renters\/","title":{"rendered":"ACORN Ontario&#8217;s Rental Registry to bring &#8220;greater transparency for renters&#8221;"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Over 8,000 renters across Ontario have registered their units with ACORN's <\/span><a href=\"https:\/\/rentalregistry.ca\/en\/bumper\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rental Registry<\/span><\/a><span style=\"font-weight: 400;\"> since the grassroots social and economic justice organization launched their map based online database at the end of the summer. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">ACORN Ontario told CKMS News in a statement that \"the rental registry will track rising rents across the province\", which they say will \"lead to better, publicly-available housing data that can help protect and create more affordable housing\".<\/span><\/p>\n<p><a href=\"https:\/\/rentals.ca\/blog\/september-2023-rentals-ca-report\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">According to rentals.ca,<\/span><\/a><span style=\"font-weight: 400;\"> which has for years tracked such data, average rents across the country are still rising at over 100$\/month, with a one bedroom apartment in Waterloo averaging<\/span><a href=\"https:\/\/rentals.ca\/blog\/october-2023-rentals-ca-report\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> 1,944$ a month in October<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 Two bedroom apartments are now averaging 2,543$ a month, nearly a 15% increase from last year at the same time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today's show features interviews with Acer Bonaparte, the chair of <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/acorncanada.org\/locations\/waterloo-acorn\/\" target=\"_blank\" rel=\"noopener\">ACORN Waterloo Region<\/a>. Since<\/span><span style=\"font-weight: 400;\"> its launch earlier this year, the organization has focused primarily on tenant rights and housing issues. Additionally, CKMS speaks with Geordie Dent of the Federation of Metro Tenants' Associations (FMTA), a non-profit organization founded in 1974 which advocates for better rights for tenants.\u00a0 The show also includes comments that the ACORN Ontario chapter provided to CKMS News.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ACORN Ontario told CKMS News that the registry was created by the Montreal based non-profit Vivre en Ville,\u00a0 saying\u00a0 \"The registry was first introduced in Quebec and has over 30,000+ rents voluntarily registered. The rental registry is easy, quick and secure as it was designed to be <\/span><a href=\"https:\/\/rentalregistry.ca\/en\/on\/privacy\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">compliant with SOC2 cybersecurity standards<\/span><\/a><span style=\"font-weight: 400;\">\"<\/span><span style=\"font-weight: 400;\">, standards that meet requirements for governmental use.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While many provinces have some form of rent control, in Ontario since the Ontario government dismantled the existing system in 2018, that control comes in the form of <\/span><a href=\"https:\/\/www.ontario.ca\/page\/residential-rent-increases\"><span style=\"font-weight: 400;\">a 2.5% maximum allowable<\/span><\/a><span style=\"font-weight: 400;\"> increase to the rent after a 12 month period.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">However, the Landlord and Tenant Board, an arm of Ontario's legal system, often allows this maximum to be exceeded after being convinced by a landlord's request. As Geordie Dent explains, the board approves the a<\/span><i><span style=\"font-weight: 400;\">bove guideline increase (AGIs)<\/span><\/i><span style=\"font-weight: 400;\"> \"in the neighbourhood of 90-95% of the time\". Additionally, the maximum increase also does not apply between tenants, meaning the landlord can increase the rent any amount they want on new tenants once the old ones move out.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Landlord and Tenant Board does not specifically track how often they approve AGIs and their <\/span><a href=\"https:\/\/tribunalsontario.ca\/documents\/TO\/Tribunals_Ontario_2022-2023_Annual_Report.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2022-2023 report<\/span><\/a><span style=\"font-weight: 400;\"> has a lot of incomplete data. A brief review of cases by CKMS News centering on <\/span><a href=\"https:\/\/www.canlii.org\/en\/on\/onltb\/#search\/ccId=onltb&amp;sort=decisionDateDesc&amp;text=%22above%20guideline%20rent%22&amp;resultIndex=3&amp;searchId=b7d6ba957af648fcb4150c664ca30732&amp;origType=decision&amp;origCcId=onltb\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Above Guideline Increases<\/span><\/i><\/a> <span style=\"font-weight: 400;\">on the Canadian Legal Information Institute, where all such cases are listed, reveals the ten most recent cases were all decided in favour of the landlord, with the majority declaring: \"The Landlord justified a rent increase above the guideline because of capital expenditures.\"\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While above guideline increases continue to have harmful effects on renters, ACORN Ontario told CKMS News the registry will provide \"Greater transparency for renters so they can make informed decisions about where they choose to live\".\u00a0 The statement concluded \"Better housing data can help inform stronger affordable housing policies like those supported by Ontario ACORN's 'Real Rent Control' Campaign. Over time, the registry will clearly show that rents increase astronomically in between tenancies on units that aren't subject to rent control, and as a result of above guideline rent increases.
