Early last December, Strathcona Regional District (SRD) staff received the go-ahead to start negotiations with the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/wcc\/\">Whaletown Community Club (WCC)<\/a>\u00a0and the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/scca\/\">Southern Cortes Community Association\u00a0<\/a>(SCCA), which manage\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/gorge-hall\/\">Gorge<\/a>\u00a0and\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/mansons-hall\/\">Mansons Hall<\/a>s. The Board and SCCA members are concerned that funding for 2020 has not yet been received, and despite phone calls and emails to SRD staff, we have received no information on this very serious issue. We would like to inform our Members at the AGM why there has been a delay, assure the community that funding will be received, and when the funds can reasonably be expected to be provided. The SCCA Board will continue to request clarification on this issue and also regarding SRD 2021 funding delivery dates for our budgeting. The Board is writing to request a formal statement from the SRD regarding these important issues, for delivery to our Members at the AGM.\u201d<\/p>\n<p>A Whaletown Community Club spokesperson added that the SRD has not given them any clear communication about the delay, or when they can expect funding to begin.<\/p>\n<h2>An SRD Response<\/h2>\n<p>The SRD has not yet responded to Cortes Currents\u2019 query and, when they do it will be added to the written version of this story.<\/p>\n<p>When Cortes Currents\u00a0<a href=\"https:\/\/cortescurrents.ca\/first-cheques-for-cortes-community-halls\/\">interviewed SRD Chair Michele Babchuk last January<\/a>, she explained they had to pass a budget \u2013 but the halls\u00a0 could receive their first cheques by mid-March.<\/p>\n<p>That estimate was too optimistic. Babchuk\u00a0and the SRD\u2019s Corporate Officer finally\u00a0<a href=\"https:\/\/agenda.strathconard.ca\/public\/minutes.asp?id=81&amp;AgendaType=1&amp;MeetingDate=8\/19\/2020&amp;MeetingType=52\">\u00a0received authorization to sign\u00a0five year agreements\u00a0<\/a>with the halls at the board\u2019s August 19th Board Meeting.<\/p>\n<p>Babchuk has moved on and was recently\u00a0<a href=\"https:\/\/cortescurrents.ca\/election-2020-green-party-numbers-on-vancouver-island\/\">elected MLA for North Riding<\/a>.<\/p>\n<p>She answered Cortes Current\u2019s query, \u201cit\u2019s my understanding that the payment for the hall is currently processing through finance.\u201d<\/p>\n<div class=\"wp-block-image is-style-default\">\n<figure class=\"aligncenter size-large\">\n<p><div id=\"attachment_18061\" style=\"width: 1110px\" class=\"wp-caption aligncenter\"><a class=\"dt-pswp-item\" href=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20.jpg\" data-dt-img-description=\"Gorge Hall prior to COVI - courtesy the WCC\"><img aria-describedby=\"caption-attachment-18061\" class=\"size-large wp-image-18061\" src=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20-1024x576.jpg\" alt=\"Gorge Hall\" width=\"1024\" height=\"576\" srcset=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20-1024x576.jpg 1024w, https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20-500x281.jpg 500w, https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20-320x180.jpg 320w, https:\/\/canada-info.ca\/wp-content\/uploads\/2020\/10\/My-Movie20.jpg 1100w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><p id=\"caption-attachment-18061\" class=\"wp-caption-text\">Gorge Hall prior to COVI - courtesy the WCC<\/p><\/div><\/figure>\n<\/div>\n<h2>Gorge Hall<\/h2>\n<p>Gorge Hall is still closed and thus not able to hold the events that would normally provide some income.<\/p>\n<p>The little savings the WCC has accumulated over the years is being drained away to pay for cleaning, general upkeep, hydro, water, propane and water testing in Gorge Hall.<\/p>\n<p>Though the SRD is only funding Gorge Hall, the WCC also maintains the Whaletown cemetery, the Whaletown library, and the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/old-schoolhouse-art-gallery\/\">Old Schoolhouse Art Gallery<\/a>.<\/p>\n<h2>Even in the midst of a pandemic<\/h2>\n<p>Even in the midst of a pandemic, Mansons Hall continues to operate as a central hub for the Cortes Island community.<\/p>\n<p>When the\u00a0<a href=\"https:\/\/cortescurrents.ca\/mansons-friday-market-reopened\/\">Mansons Friday Market started up again on May 29th<\/a>, It became a model for staging community events with all the BC Health requirements carefully in place. The SCCA came out in force, to directing the one way flow of traffic.\u00a0Strips of masking tape, laid out at six foot intervals, marked the route.\u00a0There were initially four stalls.\u00a0<a href=\"https:\/\/cortescurrents.ca\/cortes-island-slowly-reopening\/\">By mid July, that number had gradually increased to about 17<\/a>\u00a0\u2013 a little more than half of which were in the parking lot.<\/p>\n<p>\u201cA new option was offered, a \u2018Boot Sale\u2019 where the community have an opportunity to sell or give household items, offering from their vehicles in the Hall parking lot again with the appropriate spacing,\u201d said Kerr.<\/p>\n<p>She added, \u201cManson\u2019s Hall is convenient to the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cortes-natural-food-co-op\/\">Co-Op<\/a>, a\u00a0<a href=\"https:\/\/cortescurrents.ca\/support-mansons-hall\/\">post office<\/a>, the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cortes-health-centre\/\">Health Center<\/a>,\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cortes-island-museum\/\">Museum<\/a>\u00a0and\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cortes-market\/\">Cortes Market<\/a>. \u00a0I believe this adds to the ongoing wellness of the community. \u00a0Friends meeting and talking outside for a few minutes, or getting a lunch from the cafe, or some needed clothes for themselves or their children, does, we hope, will make this very frightening time a little easier for the community to manage!\u201d<\/p>\n<p>\u201cThis fall the\u00a0<a href=\"https:\/\/cortescurrents.ca\/tag\/cortes-playschool\/\">Play School<\/a>\u00a0Is operating and Parents and Tots available, thanks to the staff who carefully follow the strict guidelines while workIng in these programs.
