During this time, she has repeatedly stated that the technology and company to operate the facility hasn't yet been decided, while also touting the company Covanta as a \"world leader\" in the business. <a href=\"https:\/\/www.covanta.com\/\">Covanta<\/a> operates numerous facilities worldwide, including the Durham York Energy Centre near Toronto, which Toller has visited by herself and also more recently in October 2022 with several mayors and MRC officials.<\/p>\n<p>When asked about the perception that she as a public official was advocating for a specific private company, by touting their technology, visiting their facilities and using their promotional material, she said that Covanta has a proven technology, unlike other companies that they have researched, and is also the closest operating facility. She also said that she ensures that there is \"absolutely never any conflict of interest\" in her daily life, and added that she wants the best solutions for the Pontiac.<\/p>\n<!--[if lt IE 9]><script>document.createElement('audio');<\/script><![endif]-->\n<audio class=\"wp-audio-shortcode\" id=\"audio-180121-1\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-concerns-with-Covanta.mp3?_=1\" \/><a href=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-concerns-with-Covanta.mp3\">https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-concerns-with-Covanta.mp3<\/a><\/audio>\n<p>At <a href=\"https:\/\/canada-info.ca\/en\/energy-from-waste-project-gets-critical-reception-at-shawville-meeting\/\">one of the two public meetings discussing the project<\/a> back in June, a participant\u00a0pointed out that Toller's presentation sounded like a sales pitch from the company, and Toller even showed a short video produced by Covanta at the end of the meeting. According to documents CHIP 101.9 obtained from the MRC through an <a href=\"https:\/\/chipfm.com\/wp-content\/uploads\/2023\/09\/DAI-20230810-Nickerson.pdf\">access to information request<\/a>, data used in the presentation was taken directly from a slide show produced by Covanta.<\/p>\n<p><img class=\"alignnone wp-image-180127\" src=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Covanta-slide-500x339.jpg\" alt=\"\" width=\"699\" height=\"474\" srcset=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Covanta-slide-500x339.jpg 500w, https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Covanta-slide-1024x693.jpg 1024w, https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Covanta-slide-318x215.jpg 318w, https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Covanta-slide.jpg 1062w\" sizes=\"(max-width: 699px) 100vw, 699px\" \/><\/p>\n<p>Above is a slide from a presentation created by Covanta that was included in the access to information request. Below, the same figure was used in Toller's public presentation back in June with the Covanta logo removed. She said that it had evolved over the years, as she presented the plan to various officials throughout the Outaouais. Regarding the estimates of the tonnages for a facility to be economically viable, the amount of energy produced and the estimated cost of the facility, Toller said that much of those estimates came from a consultant who's worked with Covanta and other companies.<\/p>\n<audio class=\"wp-audio-shortcode\" id=\"audio-180121-2\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-covanta-slides.mp3?_=2\" \/><a href=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-covanta-slides.mp3\">https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-covanta-slides.mp3<\/a><\/audio>\n<p>&nbsp;<\/p>\n<p>Toller has previously touted $180 million in commitment from private investors but has only ever named one, Derek McGrimmon of Renfrew, who she said had committed $50 million. McGrimmon owns several companies in Ontario and Quebec, including <a href=\"https:\/\/mcgrimmoncartage.ca\/\" target=\"_blank\" rel=\"noopener\">McGrimmon Cartage<\/a>, which hauls waste and operates the transfer station in Clarendon. When asked if Covanta is one of these unnamed investors, she wouldn't say, but added that \"whoever the technology is, it's customary for them to put about 25% of the cost in as equity.\"<\/p>\n<audio class=\"wp-audio-shortcode\" id=\"audio-180121-3\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-unnamed-investor.mp3?_=3\" \/><a href=\"https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-unnamed-investor.mp3\">https:\/\/canada-info.ca\/wp-content\/uploads\/2023\/09\/Clip-Jane-Toller-unnamed-investor.mp3<\/a><\/audio>\n<p><strong>Business plan in the works<\/strong><\/p>\n<p>At a special meeting back in August, MRC council<a href=\"https:\/\/canada-info.ca\/en\/mrc-pontiac-allocates-100000-from-surplus-for-energy-from-waste-business-plan\/\" target=\"_blank\" rel=\"noopener\"> set aside $100,000 from its surplus<\/a> for a single-source contract for Deloitte to produce a business plan for a facility. Toller explained after the meeting that they had chosen Deloitte specifically because they had experience with the industry.
