{"id":178151,"date":"2023-09-08T16:25:11","date_gmt":"2023-09-08T20:25:11","guid":{"rendered":"https:\/\/canada-info.ca\/?p=178151"},"modified":"2023-09-08T16:25:11","modified_gmt":"2023-09-08T20:25:11","slug":"feeling-imprisoned-by-travel-limits-montrealers-on-social-assistance-speak-out","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/feeling-imprisoned-by-travel-limits-montrealers-on-social-assistance-speak-out\/","title":{"rendered":"Feeling &#8216;imprisoned&#8217; by travel limits, Montrealers on social assistance speak out"},"content":{"rendered":"<p><i><span style=\"font-weight: 400\">Pauvre et captif<\/span><\/i><span style=\"font-weight: 400\"> \u2013 or \"poor and captive\" \u2013 is the name of the campaign whose members gathered outside a downtown Montreal office of Premier Francois Legault on Aug. 31.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But its members say it also describes the state of welfare recipients in the province of Quebec.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since May 1, 2015, most people receiving social assistance can\u2019t leave the province for more than a week at a time, with a cap of 15 days per month.<\/span><\/p>\n<p><span style=\"font-weight: 400\">After that, they no longer qualify for Quebec welfare benefits and are forced to file again, a spokesperson for the <em>Minist\u00e8re de l'Emploi et de la Solidarit\u00e9 sociale\u00a0<\/em>confirmed when reached for comment.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Montrealers gathered in protest of the rule and in support of a legal campaign seeking an appeal before Quebec Superior Court. <a href=\"https:\/\/www.journaldemontreal.com\/2019\/12\/03\/sur-laide-sociale-il-voudrait-aller-deux-semaines-en-floride\" target=\"_blank\" rel=\"noopener\">That legal challenge<\/a> has already been twice rejected in the lower courts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Nicolas Lemieux of the <\/span><i><span style=\"font-weight: 400\">Comit\u00e9 des personnes assist\u00e9es sociales de Pointe Saint-Charles<\/span><\/i><span style=\"font-weight: 400\"> says the <a href=\"https:\/\/pauvreetcaptif.com\/leaving-quebec\/\" target=\"_blank\" rel=\"noopener\">Quebec rules are among the strictest in Canada<\/a> \u2013 and they\u2019re taking a toll on welfare recipients in the province, many of whom are unable to visit family members abroad.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cImagine having the stress of your loved one being sick, and also maybe thinking, \u2018What \u2026 will happen when I come back?\u201d he asked.\u00a0<\/span><\/p>\n<p><strong>Listen to the story below:<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pauvre et captif \u2013 or &#8220;poor and captive&#8221; \u2013 is the name of the campaign whose members gathered outside a downtown Montreal office of Premier Francois Legault on Aug. 31.
