{"id":176528,"date":"2023-09-01T11:17:30","date_gmt":"2023-09-01T15:17:30","guid":{"rendered":"https:\/\/canada-info.ca\/?p=176528"},"modified":"2023-09-01T11:17:30","modified_gmt":"2023-09-01T15:17:30","slug":"quebec-teacher-shortage-a-long-time-coming-says-union-head","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/quebec-teacher-shortage-a-long-time-coming-says-union-head\/","title":{"rendered":"Quebec teacher shortage a long time coming, says union head"},"content":{"rendered":"<p><span style=\"font-weight: 400\">The start of the school year is often a time of new beginnings, b<\/span><span style=\"font-weight: 400\">ut this year, it\u2019s also crunch time for school boards and service centres trying desperately to fill open positions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Earlier this week, <a href=\"https:\/\/montrealgazette.com\/news\/quebec\/more-than-1800-quebec-teaching-positions-still-need-to-be-filled\" target=\"_blank\" rel=\"noopener\">Quebec Education Minister Bernard Drainville said<\/a> that <\/span>1,829 teaching positions in the province were still unfilled.<\/p>\n<p><span style=\"font-weight: 400\">Minister Drainville has lowered teaching requirements to make up for the shortage. <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/teacher-shortage-5000-quebec-1.6940252\" target=\"_blank\" rel=\"noopener\">He\u2019s looking for one adult per classroom<\/a>, and says candidates don\u2019t need an education degree, or even a bachelor\u2019s degree, to qualify.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Sebastien Joly understands the Minister\u2019s position, but says that having someone unqualified in the classroom brings added pressure to school teams.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Joly is executive director of the <a href=\"https:\/\/qpat-apeq.qc.ca\/\" target=\"_blank\" rel=\"noopener\">Quebec Provincial Association of Teachers<\/a>, which represents some 8,000 teachers in Quebec's English school boards.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">He tells CKUT that the teacher shortage is a result of prolonged underinvestment in the sector, made worse by the COVID-19 pandemic and the addition of new pre-kindergarten classes.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cWhen Minister Drainville is saying that that\u2019s his goal\u2026 that every position be filled by an adult, fair enough. At the same time, [the provincial government] continue[s] on with the implementation of four-year-old kindergarten,\" Joly said. \"They have not done anything meaningful to alleviate the pressures on the shoulders of teachers.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Those pre-kindergarten classes were a campaign promise of Premier Francois Legault. <\/span>His <a href=\"https:\/\/montrealgazette.com\/news\/quebec\/legault-wont-meet-election-promise-to-offer-pre-kindergarten\" target=\"_blank\" rel=\"noopener\">Coalition Avenir Quebec government announced<\/a> they would slow down the rollout of the classes to account for the teacher shortage earlier this year.<\/p>\n<p><span style=\"font-weight: 400\"> Joly says he's still not seeing enough government support on issues like the rise in students with different learning needs.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The union is currently in a period of collective bargaining with the provincial government.
