{"id":134199,"date":"2022-12-31T01:41:57","date_gmt":"2022-12-31T06:41:57","guid":{"rendered":"https:\/\/canada-info.ca\/?p=134199"},"modified":"2022-12-31T01:41:57","modified_gmt":"2022-12-31T06:41:57","slug":"bill-amendments-for-strong-mayor-system-quietly-pass-despite-councils-continued-disapproval","status":"publish","type":"post","link":"https:\/\/canada-info.ca\/en\/bill-amendments-for-strong-mayor-system-quietly-pass-despite-councils-continued-disapproval\/","title":{"rendered":"Bill amendments for strong mayor system quietly pass despite council\u2019s continued disapproval"},"content":{"rendered":"<p><span style=\"font-weight: 400\">Two bills associated with expanded powers for Toronto Mayor John Tory have officially passed despite dissapproval by the majority of city councillors and the public.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\"><a href=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-43\/session-1\/bill-3\">Bill 3<\/a>, the Strong Mayors, Building Homes Act, and <a href=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-43\/session-1\/bill-39\">Bill 39<\/a>, the Better Muncipal Governance Act, allows Tory to continue to pass bills with one third of council support, as well as have some veto power in certain votes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Earlier this month, <a href=\"https:\/\/canada-info.ca\/en\/majority-of-toronto-city-councillors-ask-province-tory-to-reconsider-strong-mayor-system\/\">15 of the city\u2019s 25 councillors<\/a> voted to request reconsideration of the system with a letter sent to Ontario Premier Doug Ford.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This symbolic resolution was passed in council with the majority of councillors presenting petitions from their constituents opposing the system.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Earlier this month, Tory reiterated his plans to use the system to end political gridlock in council and help pass bills that will help tackle the city\u2019s housing crisis, rebuilding the city budget, transit and expanding the police budget.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In an <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/john-tory-year-end-interview-1.6695817\">exclusive interview with CBC,<\/a> Tory said councillors who oppose the strong mayor system have made their point and that \"it\u2019s time to move on.\"\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Further, Tory said review and amendments to the strong mayor system can be considered at a future time as well.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Tory\u2019s most vocal critic, Ward 12 Toronto-St.Paul\u2019s councillor Josh Matlow, continues to voice his criticism of the mayor\u2019s acceptance of the expanded powers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Recent council meetings saw the councillor and mayor argue during motion votes and at moments when their microphones were off.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\"Today, the recent amendments to the City of Toronto Act and the associated regulations arising from both Bill 3 &amp; Bill 39 will be in effect,\" Matlow tweeted on Dec.20.\u00a0 \"The basic tenet of democracy, majority rule, is no longer the law of the land in Toronto. This is shameful and cannot be allowed to stand.\"\u00a0<\/span><\/p>\n<p>The strong mayor system was first introduced by Premier Ford this past summer outside of Queen's Park.
